Last in Line
This rule alters the beginning draw in games with 4 or more players. Last in Line gives player 4 and any later players an extra card to start the game, but get only one action on their turn. They can choose to refuse the extra card at the start of the game, and get two actions on their turn, as normal.
Normally, the later players are at a severe disadvantage because they are behind on actions and card resources throughout the game. Last in Line increases the resources later players have to work with.
This rule is not compatable with First Turn Limited.
